Police and Fire Department Reports

.

May 7, 2025

The Police and Fire Departments provide monthly reports to the Board of Commissioners.  They operate separately from the Township Manager.

Upper Allen is truly fortunate to have Andrew Parsons as Chief of Police and Tom Shumberger as Fire Chief.   They both have a high degree of professionalism which allows Commissioners to focus on issues other than how the police and fire departments may be running.

Below are some screen shots of from the latest (March 31, 2025) reports.

Of particular note is the 20 year tracking of Total Number of Criminal Cases by Year (2005 – 2025).  There could be any number of reasons why criminal cases keep going up.   We note only that more development and more people are likely contributing to the increase.

Upper Allen has an all Volunteer Fire Department. Residents should be aware that volunteer fire departments are having difficulty recruiting volunteers throughout the U.S.

Commissioners have been hearing about stipend programs that have been used in nearby municipalities such as Swatara Township. These programs offer $ stipends to the volunteers based on training/continuing education and the number of fire calls they make.  It is a hybrid model vs. moving toward a paid force.

Eric Fairchild, Phil Walsh, Judy Bailey and Marjorie Taylor support moving toward stipends.  See our finances post to see what Upper Allen is paying for Police and Fire vs. Lower Allen, Hampden and Silver Spring.
